like how there are rural, suburban, and urban areas in the country. Is there a way we can create a whole new area That keep protection of culture and traditions in rural areas, the conscience of knowing your neighbor and stability of suburban areas, and innovations and some of the industrial capability of urban areas as a eventual replacement of urban areas and rural areas as the population grows

I have a novel idea about a future after there is a 'global civil war' between a huge nationalist uprising and multiple globalist governments. Nationalist militias seize swathes of territory, but the governments defend the big cities, while bombing the small towns captured by nationalists to smithereens. Due to the rural-urban political divide in most western countries, the peace deal results in new nations: mostly rural ethnonationalist states, and globalist multiethnic city-states.
The globalist cities unite into a "Global Federation," which is initially very prosperous and civilised due to containing almost all of the world's wealth but rapidly becomes very cyberpunk-esque, filled with crime and run by conglomerate companies rather than a central government.
Meanwhile the ethnostates are forced to rebuild their society from scratch. These states are very sparsely populated. Many of these societies seek more for their people, dictators rise and many of them are power hungry. Other nations become defensive. History begins to repeat itself as new alliances form and wars are fought. Some form of Communism or National Socialism is embraced in these societies, which prevents the rise of a rich elite who become synonymous with the Global Federation of city-states, the traitorous enemy that is the only thing keeping many of the ethnostates friendly to each other. At the same time, programs are put in place to boost the population and keep it from declining.
So as occurs in the hypothetical novel, I think some sort of socialist system would have to be put in place, and companies nationalised. National Socialism would probably be best if you’re trying to maintain the sort of nationalist society you describe, although I by no means support or promote that ideology.
